Adaptive and Autonomous data Performance connectivity and decentralized Transport decision-making Network (ADAPT) is a bilateral cooperation project, preferentially supported by Austrian Research Promotion Agency (FFG) and Chinese Academy of Sciences (CAS) together. This project is a 2-year project from January 2021 to December 2022. The principals from Austria and China responsible for this project are Prof. Radu Prodan from University of Klagenfurt, and Prof. Fei-Yue Wang from Institute of Automation, Chinese Academy of Sciences, respectively. The participants of this project include Johannes Kepler University of Linz, Logoplan Co., Intact Co., and Institute of Computing Technology, Chinese Academy of Sciences, etc.

With the research strength of various parties, this project aims at constructing a logistic information system with high-level efficiency, automation, and intelligence, to optimize the supply chain of medical supplies among Austria and its peripheral European countries, by which these countries can obtain supplies more rapidly and safely, in order to control the COVID-19 epidemic more effectively. This project applies blockchain technology on information sharing of ground transportation, and automatically optimize the cross-border logistic scheme, exploring the next generation proprietary intelligent technology combining blockchain and supply chain. A cross-border Parallel Logistic Simulation System between Austria and China will be established by collecting and analyzing the real-time transportation information of both countries, and building interconnected and automated transportation system, achieving automated transportation information analysis and optimal utilization of available logistic resources. During the certification phase of medical supplies, the transportation will be secured by the distributed semantic chain network technology among the applied blockchain technologies, relying on the development of optimized algorithm of transportation certification information analysis. With the synergy of QACEs from Austria and China, the feasibility of logistics information sharing will be surveyed jointly under the simulation environment. Finally, a multilayer supply chain will be established between Austria and China. The research results of this project will be applied not only on anti-epidemic supplies transportation, but also on wide biliteral importations and exportations. Moreover, the research results can help improving worldwide supply chain, propelling cooperation among nationalities, territories, and industries, in order to help the world economic development.
